Hasn't the Card bullpen sucked for most of the year? Why hasn't this guy been called up before now? 14.85 k/9 in AA?

Only reason I can think of, is that he was still developing, he's only been pitching for a relatively short period. (he's a converted catcher) The bullpen has sucked, but it was one of those 'sucking but should do better type of things'.
