Rule 5 Draft

Several folks have asked for this thread, so here ‘tis.

If a player is not on his team’s 40-man roster, and

• If 18 years old or younger on the June 5 preceding the player’s original signing date, the player is subject to selection at the fifth Rule 5 Draft following the player’s original contract;
• If 19 years old or older on the June 5 preceding the player’s original signing date, the player is subject to selection at the fourth Rule 5 Draft following the player’s original contract;

Generally, HS players signed in 2004 and college players signed in 2005 are eligible for the Rule 5 draft for the first time this year. Depending on the timing of their signing, some international players originally signed in 2004 are also eligible.

If a team selects a player in the major-league portion of Rule 5, the selecting team must pay the original team $50,000, and must keep the player on their 25-man roster on DL for the entire season; the player must also be on the active roster for 90 days (so you can’t select someone and stash him on the 60-day DL all season). If a team decides that it does not want the player, the player must clear waivers first, and then be offered back to the original team for 1/2 of the original price. If the player is claimed on waivers or traded, the Rule 5 obligation passes to his new team.

Most people have heard of the top players - RHP Eduardo Morlan (Rays), C James Skelton (Tigers), and LHP Donald Veal (Cubs) have been getting a lot of play. I have made no secret that I like Morlan among the collection of eligibles. Some other guys that I find interesting:

RHP Mark McCormick (Cardinals): He hasn’t been healthy for a couple of years, and I’m not sure he is now. Even when he was healthy, he had trouble throwing strikes. Definitely has the power arm, though.
RHP Luis Perdomo (Cardinals): Acquired from the Indians for Anthony Reyes, another guy with a power arm and command problems.
RHP Juan Abreu (Royals): Ditto.
RHP Kevin Whelan (Yankees): Ditto.
C/3B Emerson Frostad (Rangers): I’m not sure he can really catch, but I like his general approach at the plate, and he does have a bit of pop.
INF WIll Rhymes (Tigers): I’d like him a lot more if he could play SS. Gets on base, can run, not much power potential. Lefty bat, which is nice.
OF/2B Matt Young (Braves): Another speed guy. Fun to watch, will take a walk, can cover some ground. Bat’s questionable.
3B Shawn Bowman (Mets): Back problems have derailed his career. The bat looked like it was coming back some in the AFL.

What's the feeling on Lofgren?

Worth a shot at all?...Is he actually available in the draft? I'm not sure if I saw confirmation of that or not.

It is NOT easy to put together such a list. For example, the Cardinals alone have 16 eligible players. If there is a particular player, or team, that interests you, let me know.

What's the feeling on Lofgren?


Lofgren is available to be selected. I don't think he's the type of pitcher who is likely to be successful as a Rule 5 guy. His repertoire is that of a starting pitcher, not a guy who can give you 40-50 low-leverage innings out of the bullpen; he doesn't really have a single dominant pitch.

It seems to me a pitcher with a starter's repertoire could work as a mop-up man. If you find yourself down 5 runs, let him work 2-3 innings. The lack of an out-pitch doesn't seem a big deal if his primary responsibility is to eat a few unimportant innings.

I predict that Jamie Romak will get drafted, and maybe some other Pirate too. And management will get the benefit of the doubt, unlike what happened when they lost future stars Chris Shelton and Frank Brooks.

Ostlund has signed, as has Justin Knoedler; both are listed on the Memphis roster. Mike Parisi is also eligible.

I don't think so. Romak has obvious holes in his game, and his AFL performance isn't going to help him any. Furthermore, he bats right-handed, which limits the ability to use him even in a semi-platoon role; teams going this route would be more likely, I think, to go for the lefty bat like Putnam or Chris Lubanski.

Kyle Bloom is the most likely candidate from the Pirates' organization to be taken, IMO, following an outstanding performance in Hawaii. He pitched much better in the second half of the season after making some adjustments to his mechanics, but he still needs to tighten his command.

The Reds left LHP Phillppe Valiquette and OF Shaun Cumberland unprotected. Valiquette is another power lefty who could be stashed on a roster and given a handful of low-leverage innings. He was roughed up in Hawaii, and was merely OK at Dayton and Sarasota this year. Cumberland came over in the Cantu deal a year ago; he doesn't do much of anything well, but doesn't do much of anything badly, either. He's probably 4th OF material, but he does bat left-handed.

I don't see Putnam or Lubanski at all - you could find equivalent talents via minor league free agency. I don't think Romak will be picked either (though he seems much more likely, given his power) - if he can play scrub minutes at third, he could fill in (poorly) at four spots - that's slightly useful.

Matt Young seems fun, but is he even Callix Crabbe?

I've given up on McCormick (who I tabbed in a mock draft out of college - oops). He needed improved health and command - got neither. Perdomo, I'd look at.

Some postion players I'd consider:
C: Skelton, of course (though he doesn't work for every team); 1B: KC could use a Ka'aihue platoon, but that ain't happening; 2B: I like Mayora less than some, but he might be useful (could fill in at short, I suppose); SS: Statia and Sellers have the glove to stick, but probably not the bats, at short; 3B: Eric Campbell at third might go - I think his game would translate decently (if not well) at the big league level and his glove is salvageable; CF: Bell might very well be good enough to use as a fourth OF (tell me Atlanta couldn't use him); RF Romak is my favorite corner outfielder on the board.

LF: Jeremy Slayden has better than you'd expect range on d, unlockable power potential, and a good approach at the plate. He's hasn't been as dominant as I'd like, given his age and background, and is probably a future AAAA type but _could_ be more...

Yes, but you don't find too many milb FAs who are 23 and "just" 5 years removed from being a top 5 pick and showing some abilityto hit AA pitching. He isn't great, and would probably be a drain on a MLB roster at some point but he has some combination of present ability and upside/youth.
I still probably wouldn't take Lubanski.

I agree on Slayden. He is an underrated athlete, he isn't some plodder or butcher out there and he is a real solid ballplayer.
The power is real, even if injuries have sapped a little of it (along with most of his once-plus arm) and he really knows how to play the game.
I feel comfortable saying he can, at least, be some kind of a Greg Colburnn/Matt Stairs someday.

Mike, any thoughts on who the Giants might lose? From a taking perspective, Morlan/Whelan seem to make the most sense. Why wouldn't TB trade Morlan at this point (or are they not allowed to do so?)

Campbell: Maybe he needs a change of scenery. Either way, it's one of the things you look at in ST. I'm not saying I'd take him (naively, I don't think he'd fit well on most rosters - but it only takes one), but if I didn't, attitude wouldn't be the main reason.

Bell: Once, in college - guess that doesn't count. My understanding is that he'd be okay in center, something like a Fr/Av in DMB parlance.

I'd be surprised if they lost anyone. Garrett Broshuis, Ben Copeland, Eddy Martinez-Esteve, Nick Pereira, and Sharlon Schoop are among the eligibles. If Copeland could play CF (he really can't) he might have a chance to be selected.

Wasn't Valiquette the one who quit at some point last year and headed home without permission?

I've been giving Mike Costanzo a little more though and, while I'm not that impressed with what he's done to date and am worried about both the holes in his swing and his ability to play third, he could fit in on a big league bench as a lefty PH who can play a bit of third and first (neither well) and could also potentially serve as a third/fourth catcher (anyone know how he looked in Baltimore's experiment with that?). Not sure he's worth it, but that's something.

Also, I don't think I've pimped the Reds OF combo of Sean Henry and Chris Cumberland yet. It would help if they were a little more developed or showed more range in center, but their skill set is broad enough that they might be able to help as 4th OFs. (Same for Parraz, mentioned in Marc H.'s article).

Costanzo was supposedly good enough behind the plate to serve as an emergency catcher, but not much more.

I was a little surprised the Orioles didn't protected, but after reflection, he's not a very appealing rule 5 pick. He's a bit of a tweener - he lacks the glove to be a true utility player and his bat doesn't really play at 3rd.

I don't think he'd be a complete liability as a 24th/25th man on the roster, but I'm not sure he has enough upside to make the headache worth it.

I'm starting to like this Lugo kid the Royals picked up. Tall lanky drink of water - 6'1'' 159. He was pretty old for A ball, but he seems to be an extreme ground ball pitcher.

I have to wonder what this means for the other eighteen lefty relievers we have in camp though.
