I've come to think of that as "The Marion Jones Effect".
1) People still don't realize that it's possible pitchers took steroids. So far, the only big-name pitchers to have their name attached to steroids is Clemens and (maybe) Kevin Brown (and Pettitte too, I guess, but I won't go into the whole "is HgH a steroid?" debate)
2) Mussina's a normal-sized guy who never threw exceptionally hard. His success came from excellent control and ability to throw a wide array of pitches. He was also very durable for a long period of time, while 'roiders tend to break down very suddenly. There just wasn't anything there, at first blush, to suggest steroid use.
