I don't think I've ever heard them say that exactly. "Six of one, half a dozen of the other." But whatever.
Happ hasn't yet shown this in the majors, but he was excellent at missing bats in the minors, striking out 9.2 per nine innings. Had he been healthy this year, I was expecting an improvement in his peripherals to mitigate the inevitable regression of his batted-ball luck from last year.

Pitcher walk rates, generally, should be expected to rise when reaching the majors though.

Maybe 3.6 in the minors translates to 4.9 in the majors, but I'm not sure it's accurate to say that 4.9 is not substantially higher than 3.6. Among the 465 pitchers with 1,000 IP since 1950, only 5 of them have had a worse BB rate than that. Close to 90 have been worse than 3.6. It seems like 4.9 is approaching the upper limit of what a player can do and still have an MLB career.
