That inspection of Fenway Park somehow missed the bad turkey or potato salad (I don't know which it was) that made me sick and had me throw up three times on July 16, the only time I ever went to Fenway and didn't drink beer. The irony.

Chicago health inspectors inspect vendors while the stadiums are empty, when no workers are preparing or serving food.

To be fair, this does seem highly dependent on the standards/inspection routines in each state, such as Chicago inspectors not actually being there while food is being prepared. The article mentions that Florida have a state agency do all inspections results in much tighter standards, I think that a lot more stadiums across the country would look worse if subjected to the same inspections as in Florida. It seems pretty unlikely that all Florida stadiums are horribly lax while only a few stadiums in the entire rest of the country are as bad.
