DL from MN posted on October 16, 2012 at 10:39 AM # hit 0 | hit 0I think the first January draft went away with a CBA that allowed/created "draft and follows" -- a lot of decent talent would basically go to JuCo and then sign for well better than slot in the next draft. In effect, baseball made themselves another tier of minor leagues... I know 'draft and follow' was killed with the last (not newest) CBA, but the first January draft never came back.
The other draft was an oddball draft that I think used to actually be in August and eventually became the January supplemental or something like that.
Someone can explain it better than me, but I think they all originated with the different levels of draft eligibility a player had... MLB used to be hardcore about and have significant eligibility technicalities.
Strangely enough - the two remaining drafts are the rule 4 (the June amateur) and rule 5.
