The O's are likely not a contender. I'd probably use him as a "Sunday Starter" in the minors and hope he has 75 good IP left for the stretch if the O's are in it.
It's possible that he's going to take a step forward this year, certainly he's an incredible talent who could easily do that, but I don't see why you wouldn't let him destroy the Eastern League for a month or two before putting him in the majors.
