We had our chance
Is it pie-in-the-sky to think that once a person has served his punishment that we should be satisfied that justice has been served? Any apology on top of that would be icing on the cake.
It seems that in recent decades the U.S. has developed the notion that some people simply can not be absolved of their wrongdoing nor change their evil ways. That's why we have "sexual offender" lists that follow a person like the scarlet letter. Now I guess PED users are forever to be shunned no matter what penalties they suffer, what apologies they offer (however insincere).
Maybe death really is the only suitable punishment for PED usage after all?
