Of all the dumb things MLB has done to fix a competitive imbalance that doesn't actually exist, this has got to be the dumbest.
This is one of the cheapest things MLB has done to "fix" competitive imbalance. Giving a few 2nd round draft picks away that probably won't amount to much is mostly harmless.
I also think its kind of a pilot program to test whether allowing trading draft picks would work.
