Is this really true?

Baseball teams change at a glacial pace. I’m not talking about how a team does in a given season…that can change quite dramatically…I’m talking about what a team is: the broad scope of a team’s talents, their strengths and weaknesses. A team that’s good at converting a double play generally stays good at turning the double-play, just as a team with a terrible bullpen can’t make that bullpen a strength, at least not quickly. And yet, nobody seems to have noticed that Rivera according to Proctor was completely ineffective in getting Proctor to stop drinking. It was Steve Foster who he ultimately listened to.

Uhm, wasn't Proctor playing for MLB teams in the last 4 years when he was supposedly sober? I think he was pretty terrible for ATL in 2010, although he might have been hurt I can't remember.
