Out of the running
The Angels, Blue Jays, Cubs, D-backs, Dodgers, Rays, Red Sox, Royals and Yankees are limited to signing a player for $300,000 or less during the current signing period, putting those teams out of the running for Robert.

The next big thing is going to the last international player to get paid.
Robert, a 19-year-old outfielder, has reportedly drawn wide interest from around the league. Last we checked in, a variety of organizations were planning to take closer scouting looks. If there’s a favorite at this point, it could be the White Sox, though they’d be entering the penalty box by striking a deal with Robert. Numerous other organizations have already blown past their bonus pools, so going on to sign Robert would mean ponying up double his bonus but wouldn’t change their future international spending eligibility.

The Padres have agreed to sign Cuban pitching prospect Osvaldo Hernandez for $2.5 million, according to a source. The 18-year-old left-hander will join a record-breaking international class on which the Padres have spent roughly $80 million since July 2.
Hernandez, who was declared a free agent last month, drew interest from several other teams, including the Astros, Cardinals and Braves. The 6-footer has a fastball that reaches 94 mph. His secondary pitches — a curveball, slider and change-up — are considered advanced for his age.

Robert has the talent of a first-round pick if he were in the draft. After he signs, he should be ready for an assignment to a low or high Class A affiliate. He has a strong, lean frame at 6-foot-3 with broad shoulders, a wide back and quick-twitch athleticism. A righthanded hitter with excellent bat speed and a sound swing, Robert has plus power with room to continue filling out and increase that in the future.

Luis Robert, one of Cuba’s best young prospects, is out of the country. Due to Major League Baseball’s new international rules, the timing of when Robert gets cleared to sign will have significant ramifications on how much he will get paid and which teams will be able to sign him.
But if Robert isn’t cleared to sign by June 15, he will be subject to the more restrictive hard cap of the new international signing rules. After June 15, there is a two-week “closed period” in which no players are allowed to sign, with the 2017-18 signing period opening on July 2. During the 2017-18 period, the aggregate bonus pools will increase, but teams are prohibited from exceeding their pool allotments. Most teams get a $4.75 million bonus pool, while some of the smaller market and smaller revenue clubs get either $5.25 million or $5.75 million to spend. Teams can trade for up to an additional 75 percent of their original pool allocation, so a club that starts with $4.75 million could trade for up to $8.3 million, while a club with $5.75 million could move up to a little more than $10 million.

Cuban infielder Jose Miguel Fernandez is nearing a Minor League deal with the Dodgers, sources told MLB.com’s Jesse Sanchez on Sunday.
The club has not confirmed the report.
Per Sanchez, Fernandez’s signing bonus is worth around $200,000.

The Toronto Blue Jays have signed Cuban prospect Lourdes Gurriel Jr., to a multi-year deal, according to Jesse Sanchez of MLB.com.
Joel Sherman of the New York Post reports the deal is for seven years and $22 million.
The 23-year-old Gurriel Jr., who stands at six-foot-four, 205 lbs., can play middle infield as well as the outfield. He practised in those spots during a September showcase in front of scouts in Panama.
