The CBA says, “The Commissioner may impose strict penalties on any Club that attempts to circumvent the system.” What exactly would the Commissioner do? Loss of pick(s)? Fine? Spanking? Would any team blow through the cap to sign Otani?

Dan Duquette explains the Orioles’ frequent trades of interational signing bonus slots

“We’ve been utilizing the international slot money to help us acquire some pitching to help our team,” Duquette said. “A lot of the other clubs will invest it in pitching to help us in the future or players to help us in the future. We use it to try to strengthen our pitching staff now while we have a window of opportunity with the position players we have here. That’s just utilizing a trade resource to impact your team now rather than three, four, five years down the road.”

CBA targets international signing violations

Per the CBA’s International Amateur Talent System regulations, under a heading labeled “Circumvention,” no team or player may enter into any understanding, agreement, or transaction, or make any representation, whether implied or explicit, that is designed to defeat or circumvent the provisions of the International Amateur Talent System.”

The CBA then lists “a non-exclusive list of conduct that will subject Clubs (and Club personnel) to sanctions.” Some of the examples:

• Teams can’t pay or promise a player, his family, his trainer or the team/federation representing him anything under the table (or, as the CBA puts it, “anything of value other than the compensation and benefits contained in the Minor League contract.”)

• Teams can’t “make any payments to, or provide anything of value to, an individual advising, representing or training a player.”

• Teams can’t cut package deals with a player’s trainer. That includes “signing other players represented by the advisor or trainer, as consideration for a player entering into a contract with a Club.”

WHERE THE 2017 TOP 50 INTERNATIONAL PROSPECTS ARE SIGNING

Our list below contains where Baseball America’s Top 50 international prospects have agreed to sign. As is the case with any signing, these agreements are all pending an officially signed contract and approval from the commissioner’s office, but these players have reached agreements to sign with teams.

Players who are still 15 are not yet eligible to sign until they turn 16 either later this month or in August. However, No. 11 prospect Ronny Rojas is expected to sign with the Yankees, No. 22 Ezequiel Tovar is expected to sign with the Rockies, No. 27 Wilderd Patino is expected to sign with the Rangers, No. 30 Carlos Aguiar and No. 34 Mauro Bonifacio are both expected to sign with the Twins and No. 49 David Marcano is expected to sign with the Mets.
