"Cherington, who is fluent in analytics".... Is it a language?

The Orioles were one of the early teams to use defensive shifts on their opponents. Just about everyone does this now. Are the O's a leader in analytics, then?

I imagine that the scouting department spent hours analyzing the information on the 15 or so bodies that the Orioles obtained in their July player swaps. They probably didn't get the other team's top prospects. Is that because the other guys didn't place a high value on players who would just be useful for a few months and then would be free agents? Or, were Dan Duquette and his team bamboozled by the superior scouting/analytics departments of the Dodgers, Yanks, Braves and Brewers into giving up good talent for mediocrity? Can anyone know the answer to this puzzle?

Do the Birds need someone fluent in analytics, more analysts, better analysts or what? Is that why they lost so many games? This same scouting department helped the team get into the playoffs twice in the past few seasons.
