When G. Jay Walker and I were revising BBBA’s WAR system we seriously considered using a different replacement than .350. We explained some of the reason we choice that number in
the section about Replacement Level of xWins. Although I can’t find my old studies on the topic, I remember settling on the figure, at least partially, by looking at the worst teams in baseball history. In my mind, by looking at those teams (like the expansion Mets) we could get some insight into just what “freely available players” meant in the real world. Of course, like Jay and I noted in the article:

The .350 level is a best guess, and theoretical arguments aside, replacement rates are always a best guess. There is no one right answer. It’s the place where you feel comfortable that quantity and quality are in balance.
