They went above slot to give 4th rounder Matt Cerda (HS SS from Oceanside, CA) a 500k bonus, I guess that is what MLB wanted to "approve" before he could play but considering that it wasn't like MLB was going to say "no" I can't see how the Cubs really did anything wrong in letting him suit up in the AZL
Yikes. The Cubs must've blown off MLB to get fined this bad for seems to be, basically, a paperwork f-up.
