I don't know what "stuff backed up" means, but it doesn't sound good.
It means almost exactly what it sounds like. Wade's velocity was down this year (from low 90s to upper 80s) and he's thrown a lot of innings in college, so there are some concerns about whether he's physically sound. I would expect that the Rockies will take it easy with him; he might not even pitch until the fall.

Why weren't they drafted? It's strange to me that they weren't good enough to draft after 40 rounds, but good enough for the Braves to sign like a week after the draft.
60/Dock - Not uncommon at all. Teams are aware of seniors to offer contracts to (should they go undrafted) in order to fill roster spots for the short season clubs. Pretty much every team will sign people in this fashion.

Most notable senior discount I've seen so far was for Trevor Frank (CLE, rd 8). The 231st pick, ranked 294th by BA, signed for only $10,000. I count 5 top 500 guys (again by BA rank) who signed for less than that in the top ten rounds .
The AMERICAN Pirates have announced very few of these signings. I think the aforementioned Cody Dickson is their only guy in the first 8 rounds to have signed so far.

Thank you, that's interesting. I assumed that the talent pool isn't deep enough to let even minor-league filler go undrafted. Although it would make sense to go after all the upside you can in the draft, and round out the clubs with seniors from good programs afterwards.

Every team is allotted, as a recommendation, a pool of money, based on the positions of their draft picks in the first ten rounds, to spend on amateur players. (The territory covered here is essentially the US, Canada, Puerto Rico, and the US Virgin Islands. Players from outside that area are handled through other means.) While teams start with one pick per round, additional picks can be lost/gained through free agent signings as well as via a lottery intended to benefit lower quality/revenue teams (this latter bit is new and kind of weird. For one thing, these competitive balance picks can be traded, unlike other selections.).
Here’s an example of such a pool – Milwaukee. They lost their first round pick (and, hence, associated pool dollars of $2,164,000) for signing Lohse, gained a pick in the supplemental second round (72nd overall) via the competitive balance lottery:

Team pools vary wildly in size, from Houston’s $11.7M, to Washington’s $2.7M.
Now, while your pool is built from the values of component picks, you can choose to distribute the money however you want – hence KC’s gambit of “overdrafting” Hunter Dozier with its first pick, paying him way less than slot, and using the savings to help sign their second selection, Sean Manaea (who was once talked about as a possible future #1 overall selection, but fell due to health and financial concerns). You can also use this money to sign players not picked in the first ten rounds. For example, the Dodgers spent $300K to sign their 11th round pick, Vanderbilt C Spencer Navin. Slot for non-top ten round domestic amateurs is $100,000 (spending at or below that level does not impact the pool) – any expenditure above that (here, the extra $200K) applies to the pool. This includes non-drafted players as well – last year, the Diamondbacks had some unspent draft monies and used $400K of it on an unpicked player (HS P Felipe Perez, who was considered a prospect going into the draft, but was thought to be heavily committed to going to UCLA – so, this cost $300K in terms of the pool. Situations like this, incidentally, partially explain why a draftable senior might go unselected, in favor of unlikely lottery tickets late in the draft.). Having said this, failure to sign a player disincludes their allotted value from the team’s pool.
This has led to an interesting phenomenon – teams picking seniors (who lack negotiating leverage) toward the end of these ten rounds, in order to save money to sign more expensive guys later on. (The Blue Jays took this to its logical extreme last year, taking guys who I’m not sure are professional material and signing them for $1,000). Accordingly, the people picked in round 11 are, on the whole, better prospects than those picked the round before. (Note: these seniors are not totally without leverage. One, the club presumably would like to sign them for their own sake. Two, as said before, teams need to get them inked – otherwise, they’re losing a good chunk of pool funds. Less importantly, they're not subject to the signing deadline that others are.)
Speaking of negotiating leverage – the baseball draft is unusual (well, at least compared to football and basketball) in that you can enter / be selected in multiple years. (As a result, baseball players tend to have “unpaid advisors”, not agents – they want to preserve their amateur status – which leads to a farce that’s ‘amusing’ even by NCAA standards.) The timing is: if you enter and stay at a four-year school, you’re basically out of the draft until after your junior year / you turn 21 (whichever comes first). Juco guys lack this restriction. The more times remaining that you can be drafted (generally speaking), the more negotiating leverage that you have as a player.
Teams do have the ability to spend more (or less) than the pool suggests (hence my question to Danny about Oakland’s overage) – however, the penalties for overspending are significant.
0-5% overage: 75% tax on the extra spending
5-10%: 75% tax on the extra spending + loss of a first round pick
10-15%: 75% tax on the extra spending up to 10%, 100% tax on the remaining overage + loss of a first round and second round pick
15+%: 75% tax on the extra spending up to 10%, 100% tax on the remaining overage + loss of two first round picks
The value of picks is such that the ideal response is normally (IMO) to make use of the extra five percent if your organization will permit it (and pay the tax), but never cross that next boundary. (As of right now, the Dodgers appear to be at risk to exceed the 5% barrier ... but their unsigned pool-associated picks should come in pretty cheap. I'm sure they'll be fine.)

EDIT: Burks, the other guy they signed, was also an overslot sign ($170K vs slot of $148,900). I have to think that the Cubs are going to go for an underslot deal on Hannemann, who was considered a significant overdraft in the 3rd, so that they can sign both Bryant and Trey Masek, who dropped to the fifth (he was looked at as a second or third round talent).
