Unclear. I don't know what the latest plan might be. But proposals have been made to turn it into some kind of small city of condos and retail, or to turn it into some kind of Disney type theme park. I think most of the proposals fell through.
Obviously Albany wouldn't have all these problems if they had a salary cap.

In a Roy to the Phils scenario, I assume he would still be invited to the All-Star game, but would not be eligible to play and would be replaced on the AL staff. I further assume, however, he could be added to the NL staff as a replacement if the situation arose.

Now there's a good question. On one hand, he's already been named to the team, so maybe the bonus already kicked in. But since the game hasn't been played maybe not. I would think the former would be the case, that somewhere along the way the union negotiated that into the CBA to protect a player who makes the team but gets injured between the roster announcement and the game.
That's the standard phrasing of the clause. I'm assuming that players who are injured and can't play also get their bonus, so I can't see why Halladay wouldn't get the bonus if he was traded out of the league.
