This is all well and good, but it doesn't make up for the Orioles complete refusal to access the internationals markets.

The Orioles spent just $260,000 on five international free agents during the 2016 calendar year, according to Baseball America, which is by far the least in the majors. They were one of only four teams to sign fewer than 20 players on the international market in 2016, and the only one not being penalized to sign fewer than 13.


That's $260,000 spent out of a cap that is well north of $5M ($5.75M for 2017). This just seems mindbogglingly stupid. What a dumb place to be cheap.

Ol' Buck forgets that the majority of Forty Niners never found one bit of gold. That's kinda the reason it's considered a rare metal.

As to their international signings, perhaps they just don't have the manpower spread around the baseball hotspots to give them confidence in many prospects? Of course, then the question becomes: why they haven't better developed their international scouting and development system?

I would think just overpaying for two or three of the guys listed among the public consensus best-20 would be a superior stratgey to not spending at all. The rate of return on those signings has to be sufficiently high that doing a crappy job is better than not participating.

I mean, a team would be better off outsourcing their top-3 draft picks to you and me than not drafting anyone at all. I assume the Int'l picture is similar.

Of course, then the question becomes: why they haven't better developed their international scouting and development system?
