Here's the thing: They never have. Ever.

The quest for "efficiency" in something like baseball, and the heebie-jeebies "inefficiency" generates, borders on psychosis.

enforce the pitch clock ALREADY in the MLB rules absolutely ruthlessly

get rid of the pitcher shuttle due to the 10 day DL

stop with the pitching from some other rubber or all that other nonsense

- wonder how much the owner of the ATL league got paid to get their players to do all that clown crap

Sure - if by "proactive steps" you mean "Asking the players if they would pretty please with a cherry on top maybe consider agreeing to the tiniest of changes that won't make any real difference at all (we promise, we've already dropped all the real changes), and what's that? Oh, the players object? Then nevermind, sorry to even bring it up."
