You do realize that Joe Buck was shocked by the call and nearly called the umps out on it, then went into praise of Shelby Miller instead.

They actually did play GBA America at Skydome for a while in 2001. I can't remember how long it lasted (I can only find oblique references to it happening), but it did happen and was generally seen as a fiasco.

I seem to remember them saying on ESPN that LLWS replays took, at best, a minute.
As long as you do replays from a booth and not on the field, it should almost never figure into the game time.
I think the LF and RF umps might suffer from having so little practice at those positions.
