San Francisco Call, February 11, 1913: When Ground Keeper Kuhn of the Chicago Cubs started preparing a training diamond [in Tampa] he was informed by Tampa’s mayor that he would have several prisoners from the city bastile to do the heavy part of the job.

[After Kuhn informed the mayor the project was behind schedule, the mayor asked] “How many more men do you need to get through on schedule time?”
“Well, your honor, I suppose that if I had five more men I would be all right,” Kuhn replied.
The chief magistrate turned to the chied of police and blandly remarked, “Bill, you get busy right away. Go around town and lock up the first 10 able bodied men you see. Charge them with vagrancy and send them right over to Mr. Kuhn.”
They should have their rights taken away.
