Rays not worried about MLB rule changes: ‘We have a lot of pitchers’

Limit pitching staffs to a max of 11 pitchers. By doing that, the three batter minimum wouldn’t be needed.

One, going into effect for 2020, would limit their matchup maneuvering by requiring pitchers to face a minimum of three batters (or to finish an inning).

Another reduces their flexibility in shuttling fresh arms to the bullpen by extending the time pitchers optioned to the minors (or placed on the injured list) have to stay from a minimum of 10 days to 15, although it could still be tweaked.

And then teams will try to get around the rules by hiring more two-way players, which...would be pretty awesome, actually.

How are you going to define a pitcher?

How do you account for Ohtani?

In general, every player on a team's active roster will have to be designated as a pitcher or a position player. That designation must stay the same for the entire season

A player qualifies for two-way status if he:

1) Pitches at least 20 Major League innings AND

2) Plays at least 20 Major League games as a position player or designated hitter, with at least three plate appearances in each game in either the current or previous MLB season.


So, I guess new players in the league have to be designated as pitchers so they can pitch, and then can be used to play a position?

Ohtani, next year will have to be designated a pitcher, since he won't have pitched this year (which is weird), so he can be a two-way player?
Any position player you want to try out as a pitcher has to be designated as a pitcher, "wasting" a pitcher spot?

I think two-way players worth a roster spot are going to be so rare that the problem of defining them is pretty unimportant.
