Rob Manfred discusses proposed rule changes | MLB.com

“We have data on how effective the batters handle that low strike and that is something that has driven our thinking,” Manfred said. “I think it’s also important to remember the evolution on the strike zone. The strike zone was down to the hollow of the knee because we weren’t getting low strikes called. My good friend Mr. [Sandy] Alderson [then executive vice president of operations for MLB] came along and he improved dramatically the management of the umpires in two ways. We had a lot of turnover, we got a younger group there, and even more importantly, he applied technology to the strike zone. As that younger group grew up with that technology, they started calling that low strike, and the change we’re suggesting from my perspective is sort of like restoring the natural order, getting back to where we were for a very long time.”

He noted that MLB has come to agreements with the regional sports networks in 27 markets to have in-market live streaming this season.


This seems like a pretty big deal. I didn't realize it had gotten that widespread. Anyone know who the three outliers are? I'll assume the Nationals are one just because of the kerfuffle with the Orioles.

Only the Los Angeles Dodgers (SportsNet LA), and the Baltimore Orioles and Washington Nationals (both on MASN), would not offer live streaming in 2017, assuming they do not sign deals with the league before the season starts.

Ok, heard Manfred speaking today, and why oh why must every time this guy gets on the air, he's emphasizing all these negatives. That's all he talks about is what he thinks is wrong. It's spring ####### training and you lead with this? Is there some bizarre clause in the CBA which requires Manfred to bring up what's wrong with baseball every six months?

Be aware that "in-market live streaming" doesn't mean via MLB.tv or anything like that; it means you'll be allowed to stream an in-market game (probably via the relevant TV network's site) so long as you prove you subscribe to a cable package that includes the relevant TV network.

This must be correct, just like with the playoffs and World Series. So go poll your friends and family for those who don't watch sports and use their login :-)

Can he discuss rules already on the books? Such as, I don't know, the limitation on time between pitches and, for example, pitchers throwing from the pitching mound instead of hopping twice and then throwing? Just to throw two random rules out there.
