I think because he had a bad attitude. They're trying to change the clubhouse culture, because that's why they've been losing of course. Mijares was known for being a pain in the neck in Minnesota.

In public at least, DM says he wasn't in their long term plans, and they weren't going to tender him, and they couldn't pull off a trade in time, so they want to look at some younger guys.

The Royals also tried to trade Mijares, although he won’t be eligible for free agency until after 2014. He is only owed roughly $310,000 for the remainder of this season but, club officials believe, could command $2.5 million next season through arbitration.

That was deemed too expensive when weighed against in-house alternatives.
