The catcher market is so saturated that I'm sure the offers are exactly pouring in. There's going to be some big names left out whenever the off-season game of musical chairs ends.

He is a 28 year old catcher; he will be finished as a useful player by the next time the Royals are a competitive team. Why on earth would they take that position, unless it is posturing to up someone else's offer?

Probably because at 3/40 remaining contract, a 2.5 WAR C, with a ton of miles on him doesn't have much value.

No point in taking the PR hit for 2 C+ prospects.

It depends on how much they value his ability to coach and develop pitchers, if he has a similar reputation of doing that as Yadier does, then it might make sense for them to keep him around just to help ease their young pitchers transition from the minors to the majors. Instead of watching them struggle with a lesser catcher.

No, it's fair. Maybe $10-15M in surplus. It's not bringing back a haul.
