While this is the only thing I can think of that "makes sense", it still doesn't make sense. You suspend him pending the investigation. Even if you still have to pay him, he no longer has any control and you're not going to have to pay him any longer or any more money than you will without suspending him.

This is possible. Kasten's remarks seem very calculating, though.
If Stan has wanted him gone, but Bodes' relationship with Mark Lerner keeps him in place, then Kasten's non-enthusiastic responses make sense.
