Since they haven't discussed this site in the past it probably assumes that for the cost of the building being private that they are going to get the land for free. The value of the land changed from industrial, cleaned up, and sold to real estate developers is probably greater than zero so if the city of Oakland owns it and does this there is some opportunity cost involved.
I thought that a ballpark at West Oakland station might be funny as it is on the SF line rather than the East Bay line but it would allow people in Walnut Creek/Concord and beyond to take the train without transferring.

I think we should have a moratorium on articles about a hypothetical new A's ballpark. This has been going on for 15 years, it's time to give it a rest until they actually break ground.

@1 This site has been under discussion for many months - it has been the A's favored site since the Laney College thing blew up.
