An inside look at how the new rules will work

A bit more detail than we’ve seen before on these rules.

The basics: To create a crisper pace of play, there will be a 30-second timer between batters and then a 15-second timer between each pitch with the bases empty and a 20-second timer between each pitch with runners on base.

The pitcher must go into his motion prior to the expiration of the timer or else be charged with an automatic ball. The pitcher is allotted two “disengagements” (a step-off or a pickoff attempt) without penalty. A third disengagement will be ruled a balk, unless an out is recorded on the bases (i.e., a successful pickoff attempt).

The batter must be in the batter’s box and alert to the pitcher by the 8-second mark on the timer or else be charged with an automatic strike.

The pitch timer reduced the average game time in the Minor Leagues last year by 25 minutes, and the limit on pickoff attempts led to a 26 percent increase in stolen-base attempts. While it’s too early to say if those exact numbers will translate at the Major League level, it’s fair to expect a noticeable reduction in the length of games and increase in steal attempts.

I kind of hate the bigger bases... but then again, I hate lots of things.

One detail that this article covers but I saw better explained elsewhere: The rules for the shift are at least two infielders on each side of second base (not counting the pitcher and catcher.) So you can still bring an outfielder in for a fifth infielder (anywhere) in situations where that's called for. It also doesn't prevent you from moving an outfielder into that shallow-rightfield position; you could move your left fielder there, and compensate by moving your CF leftwards and your 3B as deep up the line as allowed.

Also, the infield is defined as a 95 foot circle from the pitching rubber, and parks must standardize that as the dirt area now.

And this article says this detail that I hadn't known: individual infielders can't switch between sides of second base within the same defensive inning. So you can't swap your best fielder to the pull side every time.

A lot of care put into "no gaming the rules". I'm still hoping they take the final step on shifting and force the SS and 2B into their natural positions with the trapezoid. Maybe next year

One thing I haven't seen discussed here much-will the 3 pickoff and bigger base things lead to a stolen base renaissance, with numerous players going over 90-100 per season again?

Not unless it's virtually impossible to throw runners out. And if that's the case, there won't be much excitement in all them stolen bases.

They went up in the minors, but not by that much. And at the big league level, there are more HR hitters, so less incentive to steal. I'm guessing it will have a slight positive effect on SB.

So what happens if the catcher makes a snap throw to first? How does that impact the pitch clock. Might that not become a common strategy to give pitchers more time ?

possibly but most catchers dont like to throw to first all that much. Too risky
