A month into lockout, MLB and players will finally meet for negotiations

The officials spoke on the condition of anonymity because the meeting had not yet been announced.

MLB reached out to the union to set up the call Tuesday morning after spending the last few weeks working on a new set of proposals for a new collective bargaining agreement in hopes of reaching a deal that would not delay the start of spring training, which is scheduled to start Feb. 16.

MLB is not expected to address free agency or salary arbitration in their proposals, but discuss further ways to de-incentivize tanking among teams, including the elimination of draft pick compensation for teams signing free agents.

Major League Baseball has offered to increase the minimum salary from $570,500 to $600,000, which would rise to $650,000 and $700,000 through the CBA.

The union is seeking the competitive balance tax on payrolls to increase from $210 million to $245 million while the owners have offered a raise to $214 million at the outset.

What I wish for Vs. what I think will happen

I WISH MLB would make a serious proposal that moves the needle
I THINK MLB will make a proposal that falls far far short of any sort of reasonable compromise.
.
.
I WISH that the MLBPA would quietly assess the MLB proposal, as far off as it may be, find some kernel of common ground, and build on that to make a counter proposal in less than one week.
I THINK that the MLBPA will go public, decrying the MLB proposal as woefully inadequate and not serious good faith negotiation and Manfred and Clarke will be issuing public statements decrying the other sides intractability.

I WISH that some 3rd party impartial arbiter could get involved to help break the deadlock.
I THINK that some grandstanding politicians will try to get involved, and make the situation worse

I WISH that there would be some miracle and there will be a breakthrough that allows spring training, and in turn the regular season to start on time
I THINK after this round of failed negotiations we’ll be at the point that in the very best case scenario, spring training will be delayed by 2-3 weeks and the regular season by 1-2 weeks. And it could easily be much longer than that.

Because MLB's owners have barred players from using club facilities during the lockout (whether they are injured or not) the MLBPA has recently finalized a partnership w/ D-BAT enabling all 40-man players & any FA with at least 1 day of service to use their facilities for free.

Baseball labor update: There is no deal. There never was going to be one today. MLB made a proposal. The reaction among the players was not positive. Few on either side expected it to be. The question is how soon the MLBPA counters. Spring training starting on time is in peril.

- Funnel additional money to all players with 2+ years service
- Award draft picks to teams that don't manipulate service of successful top prospects
- Tweaks to proposed draft lottery

Also heard MLB owners offered a potential solution to service time manipulation in their proposal:
•if a highly-ranked prospect (within top 150 on prospect lists) plays a full year and finishes top five for a major award like MVP, Cy, RoY his team would get a bonus draft pick

Isn't that a guaranteed 5 extra draft picks every year? Someone has to win Rookie of the Year.

Unless they came from outside the Top 150, or they finish Top 5 in RoY voting in less than a full-year's service.

ROTY: Randy Arozarena up all year, but had 2 cups of coffee before too. Just what Tampa needs, more draft picks. Jonathan India up all year, give the Reds a bonus. At least the Rays wouldn't get one for Wander Franco (70 games).

But how much of an incentive is that really? More a retroactive 'yeah that worked' thing. Hard to tell why a guy was down in April (Jays with Manoah was due to him having almost no minor league time, then he just dominated) outside of obvious cases (like Bryant in 2015).

More cash early via higher minimum salary and earlier arbitration or limited free agency ala what hockey used to do - say, you can sign a free agent after 3 years of service, but it'll cost you 1st round picks for 5 years going to the team that loses the guy if the salary is above the league average (no protection if you have the 1st overall pick), with that team having the ability to match, then after 4 years it goes down to 3 picks, after 5 years 2 picks, 6 years regular free agency ala now. Solves the issue of players getting what they deserve early,

It's usually pretty obvious when the team is playing games with the Super 2 rule, isn't it? 10 games at the beginning of the season, and then *poof* he's ready? Manoah was a pretty unusual case.

FWIW, that is maniupulation of 6-year free agency, manipulation of Super-2 is when teams call guys up just after mid-May.
