GM Mike Elias: Orioles Will “Significantly Escalate The Payroll” During Offseason

“Our plan for this offseason has always been to significantly escalate the payroll,” GM Mike Elias said in an appearance on The Front Office Show on MLB Network Radio on Sirius XM.  “I think a lot of that’s going to come through our own guys going into arbitration, but also we plan to explore free agency much more aggressively.  We plan to maybe make some buy trades for some guys that are either on contracts or kind of in the tail-end of their arbitration.”

“The success…has only cemented those plans.  I’m really looking forward to the offseason and kind of a winter meetings environment where we’re buying.  I think it’s going to be a lot of fun for our group and for the organization.”

In a sense, there was nowhere to go but up for Baltimore’s spending considering that the team’s Opening Day was just under $43.8MM.  This was the lowest amount any team was spending on its active roster, marking the fourth straight season that the O’s have been at or near the very bottom of the payroll list.  As Elias noted, several players (Austin Hays, Cedric Mullins, Jorge Mateo, Dillon Tate) are becoming arbitration-eligible for the first time, while Anthony Santander is due a raise for his third trip through the arb process.

Mike Elias has been pretty deliberate in building the farm system and changing the culture. Hopefully he has a more nuanced approach to free agency than simply "wow, you batted .280 last year, here's $20 million"

"buy trade for guys on contract" sounds to me like he wants to assume some negative-value contracts. The "overpaid veteran" has been so dumped on that he might be a market inefficiency.

If I'm reading B-Ref's Orioles contract page correctly, the Orioles have two ARB-2 guys (Anthony Santander and Brett Phillips) and two ARB-1 guys (Austin Voth and Shed Long, Jr.).

Of those, I doubt Philips and Shed Long gets offered arbitration, so the amount of commitment that the Orioles have in front of them will be insignificant.

Good lord, almost half their opening day payroll in '21. Looks like he officially retired last year, but gets the $17M he was due in '22 over three years (22-24). With all his deferred payments he'll be getting a check from the Orioles until July 1, 2037!

No orioles fan but I think it’s cool that they’ve become relevant this year and I really hope they make a serious play for contention; I get the skepticism that they’ll do so in a wise way but it’s good for baseball when teams can go from irrelevant to relevant

6, I guess B-Ref is wrong then, because: 1. It has Santander as an Arb-2 guy;


2. it shows Mullins, Mateo, Hays and Tate as arbitration eligible in 2024.

Ah, I was going off Baseball Prospectus/Cot's Contracts which seems to track more in line with what Elias is saying.

Yeah, the b-r contracts page is wrong for whatever reason. If you look at Mullins' personal page, it does show him as "arb eligible" for 2023. Maybe because all those arb awards were announced mid-season, might even still be some cases open, they haven't finalized/updated the official payroll info yet?
