MLB plans to emphasize enforcement of balks as changes kick in

Major League Baseball plans to emphasize enforcement of the balk rule in 2023 as it implements sweeping rules changes, including a pitch clock that will place more focus on the arcane rule, league officials said Tuesday.

“We have slipped a little bit centrally with calling the rulebook illegal pitches and balks,” said Morgan Sword, MLB’s executive vice president of operations, at a media briefing to explain the rules in greater depth.

The balk, which is intended to keep pitchers from deceiving runners on base, can be called by umpires for more than a dozen reasons. Balks are assessed only with runners on. Prohibited deliveries with the bases empty are deemed illegal pitches. The import of both is especially acute with the new pitch-timer rule, which mandates a pitcher throw within 15 seconds of receiving the ball with the bases empty and 20 seconds with runners on. If a pitcher balks, runners advance one base.

Stressing the delivery of legal pitches matters because it coincides with the beginning of a delivery, which is when the pitch clock is supposed to stop. Pitchers who violate the rule are assessed a ball as a penalty. Similarly, if hitters are not in the batter’s box and facing the pitcher with 8 seconds left on the clock, they will be given an automatic strike.

Trying to understand what constitutes a balk is tantamount to what makes a catch in the NFL. Umpires called 122 balks in 2022, the fewest in a full season since 1973, with some umpires more vigilant than others. Umpire John Tumpane assessed a major league-record three balks in one at-bat to then-Miami left-hander Richard Bleier during a late-September game. Bleier’s three balks tied for the major league lead with left-handed reliever Will Smith last year.

A number of pitchers, including Houston’s Luis Garcia, Toronto’s Kevin Gausman, Boston’s Kenley Jansen and the Chicago White Sox’s Mike Clevinger, are expected to change their deliveries on account of the new rules.

sure, let's give even more abusable power to the most antagonistic and least accountable people on the field.

i can't imagine how that will possibly go wrong.


maybe next year, we'll give them tasers, fleshlights and mall cop badges, so they can really feel like the rent-a-cops they aspire to be.

They should eliminate the balk rule altogether. Over the years too many umpires (looking at you Bob Davidson) have used the invisible balk call to insert themselves into the game.

Also, wasn’t there a season back in the ‘70s where MLB brass demanded umpires be more strict with the balk rule, and the umps decided to give ‘em what they asked for, good and hard? The end result was umpire crews calling balks every time a pitcher blinked. That went on for a couple weeks before the brass got the message and backed off. Is there any reason to believe the current umpire contingent wouldn’t react the same way?

Balks have always been an important element of balance in the game, and have generally been pretty well understood by the relevant parties. The only one I can remember that was truly head-scratching was just last year, however.

MLB: People think the game is too slow and without action. Let's implement some pace-of-play initiatives.
Also MLB: We need strict enforcement on a byzantine rule that will slow down pace-of-play and is inscrutable to most fans.

Ugh. I don't really care about balks one way or another, but doing this the same year as the pitch clock is a big mistake. People who are against the pitch clock will use this to complain nonstop. Whatever negative feelings come out of the enforcement of the balk will be attributed to the pitch clock.

If you ever watch games from the mid-80s and before there are two things that are just jarring the first time you see them. One is what Mitch says, the pitchers don't come set at all. It's crazy. The other is that balls get a speck of dirt on them and don't get immediately tossed out of play. They actually allow players to play with a ball that is not in Mint condition.

Adding this to the new rules increases the value of baserunning even more. Could be a good thing.
