"If you take a look at his walk-to-strikeout ratio, it's 4-1," Duquette said of Wada, who was named MVP of Nippon (Japan) Professional Baseball in 2010. "That's an extraordinarily good ratio that reflects his capability not only to locate the ball, but to put the hitter away with his pitches."
I really hope for Duquette's sake he meant strikeout-to-walk ratio.

Wada was named Pacific League MVP in 2010. There is no single MVP award that covers both Japanese Leagues. Pitchers, BTW, have won five of the last seven Pacific League MVP awards. Wada's MVP season wasn't really that impressive. He co-led the league in wins, with 17, but his ERA of 3.14 paled next to Yu Darvish's 1.78. The 2011 Central League MVP Award went to a set-up man - Chunichi's Takuya Asao, whose 0.41 ERA over 87 innings was pretty eye-popping.

Seems like a back of the rotation kinda guy, but its not a terrible amount of money, and the O's had trouble keeping their young arms in the rotation without getting lit up. Pretty typical move on their part.
