Put me strongly on the side of W/L record <> talent, in this context.
For example, the 1987 Gastonia Rangers, which went 58-82 (.414 winning percentage):

That team had Sammy Sosa and Dean Palmer (both 18), Wilson Alvarez and Juan Gonzalez (both 17), Rey Sanchez and Roger Pavlik (both 19), plus future major leaguers Terry Matthews, Bill Haselman, Bob Malloy, and Wayne Rosenthal.
That's a pretty impressive collection of talent for a low-A squad.
