He always seemed like such a good guy.
As your sarcasm suggests, Brown always seemed like a complete a$$hole during his career. However, everything in this story suggests that Brown was right in this conflict and that he now lives next door to a complete jerk:
Haws admitted throwing the grass clippings over the vine-covered wire fence that stands 3 to 4 feet tall.
How neighborly.
"I told police I was in the wrong. I should have thought twice before doing that but it just looked like woods to me," he said.
Lame excuse.
Brown told deputies that Haws became very angry during the shouting match and said, "I should take you out right now." Haws confirmed that remark.
Haws sounds like he went to the Kenny Rogers School of Etiquette.

This is why you shouldn't use empty threats - you might be threatening someone who will call your bluff.

Except maybe for the part where he pulled out the gun.

Agreed, Mr. Royster. You just don't know who is carrying a gun these days, or what it might take to set them off.
As deputies concluded the report, they stated that Brown resolved to "put up a taller fence."
Haws said he plans to buy a mulching mower.
If only all disputes could be settled this amicably.

Guapo, yeah, I agree with you on that. However, a homeowner on his own property certainly has the right to carry that gun. Pulling it out because a guy dumped lawn clippings on your property seems over the top. I suppose it depends on the tone of his voice when Haws said to Brown, "I should take you out right now."

Haws said to Brown, "I should take you out right now."
People never realize this, but the Dodgers got 3 spectacular years out of Brown, a spectacular but injuried year, and a bad and injured year, plus Jeff Weaver at a discount and Yhency Brazoban... It wasn't that bad of a contract.

Brown was probably the most valuable member (him or Gagne) of the 2003 Dodgers, one of the weirdest teams of all time. I don't know whether to call it the best-pitching bad team ever or the worst-hitting good team ever. Trying to claim that this team's pitching was as good as the pitching of the Koufax/Drysdale teams was enough to send the local columnists into fits of laughter, but ... 2003 team ERA+ 128, 1965 team ERA+ 116, 1966 team ERA+ 125.
But on the other side of the coin - when you're having Paul LoDuca play 1B or (shudder) LF just to get the backup catcher's bat into the lineup, something weird is going on. Rickey Henderson played his last major league games, Hideo Nomo was good, Jeromy Burnitz was bad, a 19-year-old Edwin Jackson was brilliant in 22 innings, Darren Dreifort actually pitched some - in all, it was quite a year.
That Dodger team was outscored by the 119-loss Tigers.

That Dodger team was outscored by the 119-loss Tigers.
Ten players who were on that terrible 2003 Tigers' team and are on this year's terrific version:
Brandon Inge, Ramón Santiago, Craig Monroe, Dmitri Young*, Mike Maroth (DL), Jeremy Bonderman, Jamie Walker, Wilfredo Ledezma, Nate Robertson, and Fernando Rodney.
Players who were on the slightly better than average 2003 Dodger team and are on this year's slightly better than average version:
Eric Gagne (DL)

I was picturing the odd cadence and emphasis of Antonio Banderas. "Come, I should take you out right now."
Is too sexy!
Also, he really should have thought of some better taunts for Brown. There's plenty of material from Brown's career.

Not to defend Brown's gun-brandishing but disputes with neighbors can be incredibly stressful.
I once lived in on the 2nd floor of a 2-story city rowhome and tangled with my downstairs neighbor over where to place the trash can we shared.
She argued that the alley where it had always been placed made her space ugly and so every day moved the can onto the stoop directly in front of my door; every morning on my way out I'd place it back where it belonged; every evening I'd return to find it back on the stoop. This went on for weeks until I finally padlocked the can where it belonged, bringing things to a crisis requiring landlord intervention (and an uneasy compromise). Nobody pulled a gun but I think both us would have if we'd had one.
However, everything in this story suggests that Brown was right in this conflict and that he now lives next door to a complete jerk:
Nah. Complete jerks never admit they were in the wrong. The neighbor sounds like an alright Joe to me who maybe just didn't know he was doing something wrong and then let his temper get the better of him.

The real question is why the hell a man who grossed 9 figures lives in Macon by choice.

So far. He hasn't given up the dream and, honestly, he'd make a better bench player than Michael Tucker in the playoffs.
