Rob Manfred has a history of botching investigations

Back in 2012-13, long before the Houston Astros became known for banging garbage cans and avoiding significant punishment, Rob Manfred was in charge of a different, high-profile, baseball scandal.

That one centered on Biogenesis, a South Florida “health clinic” that turned out to be supplying performance enhancing drugs to star players, most notably Alex Rodriguez.

Manfred was just Major League Baseball’s Chief Operating Officer back then, not the lofty Commissioner job he currently holds.

The investigation, however, was every bit the train wreck of this Astros one, except it stemmed from MLB’s overaggressive techniques and a drive for “justice” that stand in stark contrast to the low-key, small-sanction controversy of today.

Wait a minute- I thought the Peter Principle was suppose to hit in at the first level incompetence was shown…..

It remains true that MLB’s longest non-permanent suspension was handed out to a player who had not failed a drug test during the relevant period. If ARod managed to pass his drug tests while using, it implies that others also have—and continue to do so —as well. Rather than resolving any problem involving player usage of PEDs Manfred has managed only to muddy the waters.

Not at all - I would have to think ARod's pee has a different chemical composition than that of other players.

Perhaps, but we can hardly expect MLB to begin testing everyone for equine growth hormone.

That’s a fair question. I suppose if I were in Manfred’s shoes and I thought that the greatest single PED offense had been committed by a player who managed to pass all his (relevant) drug tests I’d start by asking whether there’s something wrong or defective with current testing procedures or whether drug testing is the best—or even an effective—way to deter PED use by MLB players.

MLB acts as if the retirement of a few known users plus the institution of a testing program for all MLB players has mostly solved the problem of players using PEDs. While I hope that they are right about that I suspect that all they have done is create a generation of more careful, competent users.

Perhaps equine drug testing procedures would have caught him :)
